Which of the following most accurately describes the problem?

A GROUP of Scottish Labour MPs has urged operators and local authorities to improve co-ordination of public transport operators. Addressing a passenger transport action committee conference called by the Federation of Trades Councils in Kirkcaldy, Mr Willie Hamilton, MP for Cen tral Fife, said that the answer to the transport problem was "to get 40 people on a bus and do away with 40 separate cars". The Government should do something to make it more advantageous to use public transport.

Mr Jim McIntyre of the Transport and General Workers' Union called for an immediate freeze on bus fares and examination of the overall efficiency of the passenger transport industry. Community requirements for public transport should be examined along with the cost effectiveness of bus service subsidies.
