Which of the following most accurately describes the problem?

• London Country Bus Services Ltd. the company which will control London Transport buses and Green Line Coaches operating mainly outside London—is on the official schedule of companies in the Transport Act 1968 to be transferred to the National Bus Company on January 1. But in fact the transfer will not take effect until the London Transport Bill receives the Royal Assent—Parliamentary approval, too, will be necessary, and then LTB comes under GLC control.

Mr. Richard Marsh , Minister of Transport, last week made an Order under the Transport Act 1968 adding London Country Bus Services to the list of bodies to be transferred to the NBC.

London Country Bus Services were formed by the Transport Holding Company, with a nominal capital of £.100 "to receive in due course the property, rights and liabilities comprised in the London Transport Country (green) bus and coach Services".
