Which of the following most accurately describes the problem?

• Operators face even tougher diesel smoke testing from 1 January 1996 when the European Commission's recommended limits come into force. The DOT has confirmed that the UK will adopt the lower limits of 3.0m-1 for turbocharged engines and 2.5 m-1 for naturally aspirated engines.

On 1 September the Vehicle Inspectorate introduces computerised smoke resting to the annual test for trucks and buses, with limits of 3.2 m-1 for naturally aspirated engines and 3.7 m-1 for those with turbos. The ETA and RHA want a three-month delay on compulsory smoke tests. Operators have not had time to buy the right equipment to check their vehicles, says the ETA.
