Which of the following most accurately describes the problem?

THE NEW RULES to cover the young trainee heavy goods vehicle drivers are to come into effect next month, the Depart. ment of Transport has announced.

The new regulations resull from the switch over from thc "totting up" procedures to a penalty points system for traffic offences.

Under the new rules, trainee hgv drivers will be allowed tc have a maximum of three penalty points on their licences during their training, instead of one endorsement under the olc system.

As before, they will have tc start their course with a clear licence. It was only in 1980 thai the rules were relaxed to alloy% any endorsement to be recordec without jeopardising theii training.
