Which of the following most accurately describes the problem?

DELAYS in recruiting additional labour for York Trailer's key manufacturing plant have been blamed for disappointing trading figures last year.

The York group's turnover fell slightly, from 1983's £23.4m to £23.3m, and operating profit dipped from £813,289 to £791,255. After tax and other deductions, the fall was from £506,825 profit to £467,536.

According to group chairman Fred Davies, the results did no more than confirm York's emergence from the recession. "There was no growth," he added.

He blames this on poor profit margins and the failure of the Northallerton trailer plant to respond quickly enough to an upturn in demand for trailers last year.

The company, which trimmed back drastically on its operations when the recession hit the industry in 1980, needed to recruit additional labour at Northallerton, and was further delayed by the need to train the extra staff.

But Mr Davies stressed that those difficulties had been overcome by the autumn last year.

Profits for this year are "significantly larger" than in the first period of last year.
