Which of the following most accurately describes the problem?

CLAIMS that the Government may frame future minibus legislation on the basis of false information have been made by the National Advisory Unit for Community Transport.

It has taken issue with the findings of a Transport and Road Research Laboratory survey (CM, March 30) which said that only 1,300 of the 63,300 minibuses in Britain are adapted to carry disabled and infirm passengers.

According to the unit, many operators of minibuses for disabled people do not register them as buses, so they were not included in the TRRL survey.

It believes that between 5,000 and 7,000 welfare minibuses are operated and that regulations for minibus construction and use should take account of this before they are framed.
