Which of the following most accurately describes the problem?

THE secretary of the Institute of Road Transport Engineers, Mr. J. K. Bennett, has revealed that the Institute is about to launch its own "corporate membership" examination syllabus. When completed, with aid from .educational authorities and the industry, it will cover such subjects as Statutory Acts and Orders applicable to the fleet operating engineer, vehicle selection, principles of vehicle design, maintenance costing and fleet insurance, leadership and management, and workshop layout.

Mr. Bennett said that when the proper tuitional facilities and examination centres were complete, all candidates under 40 years of age would find it man datory to pass this examination before their applications for entry to the Institute as Associate or above would be considered. Those under 30 would still require the present Graduateship qualifications (City and Guilds certificate, and practical training) as well as a pass in the corporate membership examination.

When the scheme was fully operative, he said, a great step would have been achieved in providing for the young road transport engineer a source of executive training such as had never been available to the senior fleet engineers who were now nearing retiring age and who had acquired their knowledge and experience by harsher methods.
