Which of the following most accurately describes the problem?

"THERE is no reason why a vehicle

should be treated as if it is a homing pigeon which must occasionally go back to the place specified as a base," said Mr. 11,Hull, president of the Transport Tribunal, last week, when the Tribunal referred a case back to the North-Western Licensing Authority.

The Authority had stated that one of the reasons why he refused a licence was that the 'vehicles concerned had not been used from the authorized base.

Ascork, Ltd., Marton, Lanes, appealed against the Authority's refusal of. an .A licence for three vehicles at present specified on a licence held by Mr. A. S. Cork. For the company, Mr. .1. R. C Samuel-Gibbon said that a muddle . had arisen when it was decided to form the company. The subscribers were Mr. Cork and Mr, Herbert Hinchcliffe.

Mr. Cork's work was hiring to Howard Schofield, Ltd., a haulage company run by Mr, -Hinchcliffe. In June, 1954, it was decided to form a' company' eventually. to take over Mr. Cork's undertaking. The Schofieldconcern would have the option to buy the shares of the company.

Subsequently there were prosecutions concerning licence identity certificates, and unlawful use of avehicle for hire or reward. Mr. Hull said that the applicants' evidence was muddled and incomplete." He would not have been surprised if the Authority had rejected, the application on that ground.
