It ha-s be-en -made clear, by a decision in the King's Bench Division, on Wednesday of last week, that men who -have voluntarily attested are, in certain circumstances, in inferior positions to conscripted men under the Military Service Act. The case arose, froth the proceedings of the Huntingdon Appeal Tribunal, in the case of a farmer named William Henry Mann. Leave to appeal to the Central Tribunal had been granted by the Appeal Tribunal, in respect of Mr. Mann, who had attested voluntarily: he successfully obtained postponement from the Local Tribunal, and thereafter on the publication of regulations relating to tenant farmers applied for total exemption. The Local Tribunal refused this application, and the Appeal Tribunal dismissed his appeal. The .applieant's -solicitor thereupon applied to the Appeal Tribunal either to review its decision, or to grant leave of appeal to the Central Tribunal. The Appeal Tribunal gave this leave, and formally notified the applicant, but a few days later withdrew that permission, and expressed willing= ness to re-hear the application for exemption.
Counsel submitted that a legal right existed for this attested man to appeal to the Courts. The Lord Chief Xustiee, and with him Mr. Justice Low, pointed out that the Military Service Act did not apply to any man who ha4 enlisted under the Derby Scheme. The various Tribunals, so far as their work concerned voluntarily-attested men, were not statutory bodies, nor set up by virtue of any common-law jurisdiction. They were merely machinery created by the Local Government Board to help the military authorities. Any each Tribunal was only an assistant body, and no doubt the military authorities -would follow its advice, though they were not bound to do so. It was a mere accident that the Tribunal's happened to be the same bodies as were appointed under the Military Service Act, but no Order could be made by the Court, in a case of the kind under notice, in respect of a voluntarilyattested man, Albion Motors: In forwarding to us a copy of the company's annual report for the financial-year ended alst December, 1915, the Albion Motor Car Co., Ltd., draws our particular attention to the fact that the net profit of "61,722 is the amount available after makiag provision for the estimated liability under the Monitions -of War and Eina.nce Acts.
Looked Like Brakes.
An Oldhani. motor-wagon driver was recently 'charged with having inefficient brakes on the machine. The Borough Prosecutor told the Bench that there had been a deliberate attempt to deceive the police by means of a dummy brake. Detective-Sergeant Smith found that " to -all appearances the brake was connected with the trailer so as to be put into action from the wagon, but on examination he found the chain was merely tied to a rigid bar by a piece of rope.'-' The-owner was fined for this deliberate breach of the law, and an additional guinea for not having the unladen weight painted on the trailer.

Stretching Band-tire Rings.
The stretching or setting of solid band-tire rings, when, they are not truly -circular or.cylindrical, Or when they are too tight for the wheels on which they have to be pressed, is an important factor in many works and •de:---•ts. Hollings and Guest, Ltd., of Min-able Mill Lane, Birmingham, has arranged a hydraulic stretching machine, embodying eight tools, which are so connected that they always make a p▪ erfect circle, and have an auto matic return, ranging in prices from 2120 to 21.B2, according to size and fittings. Sets of tools can be supplied to allow several sizes of tires to be set or stretched on the same machine, some of which are fitted with double hand-pumps.
