Which of the following most accurately describes the problem?

Of you saw a road sign parity obscured by overgrown vegetation and complained to the council, what would you expect them to do? Trim the offending shrubs? No, that would be too simple if the council happens to be the City of York.

When Stephen Kay raised this seemingly simple matter about an obscured speed restriction sign in his road, North Lane, Huntington, he was bemused when a van turned up and despatched a workman with welding gear, goggles and gloves. Within a short while he had added a four-foot section to the top of the pole, raising the sign above the unruly shrubs.

What next? Can we expect to see roadsigns poking above a forest that happens to have sprung up over the years?
