• A Scottish haulier told a public inquiry that a defective vehicle that had his 0-licence on the windscreen was not being operated by him. Andrew Quay, trading as Andrew Quay Haulage of Biggar told senior traffic commissioner Michael Betts that when the truck was stopped near Cardiff in February it was not under his control, He had forgotten to take the licence off and did not realise until the vehicle was stopped again, still showing Quay's interim licence. Faults found on the vehicle included badly worn tyre tread and a broken exhaust.

Quay said he had been granted an interim licence last October, but did not begin operating because the local council objected to his application. He mistakenly believed this meant he could not operate, he said. He therefore returned the truck to his father Since then the council had lifted its objection to his 0-licence and he was now in possession of the truck again.

Betts warned Quay saying he might have to consider Quay:, good repute if any convictions resulted From the two occasions an which the vehicle displaying his licence was stopped.
