Which of the following most accurately describes the problem?

1U A Bishop Auckland haulier took a voluntary cut of 10 vehicles in his licence authorisation when he appeared at a Leeds disciplinary inquiry.

Tipper operator Keith Redfern had been called before North Eastern Deputy Traffic Commissioner Brian Horner because of concern about his maintenance standards.

DOT vehicle examiner Gordon Whittaker said 14 prohibition notices had been issued to Redfern's vehicles in the past five years; four of them since a warning letter in September 1994. In June one vehicle was given an immediate prohibition at the roadside for a defective tyre, and another was given an immediate prohibition at its annual test. lie examined two vehicles in July and found them to be in a satisfactory condition.

His impression was that either drivers were not checking their vehicles or were not spotting defects. He felt that Redfern had become complacent.

For Redfern, Gary Hodgson said he was prepared to accept a voluntary reduction in his licence from 23 vehicles and three trail

ers to 13 vehicles and three trailers. He was currently operating 10 vehicles A nil driver defect reporting system had been introduced and the vehicles would be checked on a random basis between inspections.

Redfern said he had been in business for 32 years. The vehicles were engaged on particularly arduous work on building sites and at open-cast mines. He felt they had now established a better system than they had had before. The drivers appreciated that if the situation continued his licence, and their jobs, would be in jeopardy.

Cutting the licence to 13 vehicles and three trailers, Horner warned Redfern about his future maintenance standards.
