Which of the following most accurately describes the problem?

RECIPIENTS will have to enter their names on a new style of "X " coupons which is to be introduced on October 29. Coupons will also have to be signed before petrol is supplied.

"By means of new entries on the coupons, together with records kept by the issuing officer of the serial letters and numbers of coupons issued to individual operators, the identity of persons who wrongfully dispose of coupons will be revealed," says the Ministry of Transport. Offenders will be liable to prosecution under the Control of Motor Fuel Order, 1944,

Under the changed procedure for the rationing of fuel for goods vehicles, which is to be introduced next month, the normal rationing period will be extended from 8 to 12 weeks. During the transitional period from October 1 to November 25, some operators will receive coupons valid for periods of four to eight weeks, so as to facilitate the staggering of subsequent issues.

As from October 1, goods-vehicle operators will be granted not more than 90 per cent. of the quantity allowed for the previous period. Only in exceptional cases will supplementary issues be made.
