A NEW LICENCE application by the director of a failed transport company has been refused after two operators wrote to a Traffic Commissioner objecting to the plans.

The move resulted in Hussein Ahmed's business, 3PL Solutions, failing to obtain an 0-licence. 3PL Solutions had bought the assets of Ahmed's previous company, Gipping Container Services (GCS), from its administrators.

However, he was prevented in his bid for a licence by the owners of East Anglian container hauliers Hanbury Davies and W Carter (Haulage), who demanded TC Geoffrey Simms take into account Ahmed's business dealings when coming to a decision. Simms told a public inquiry that Ahmed had tried withdrawing his application after he was disqualified from acting as a director following an action by Ipswich County Council.As a consequence he had resigned from his position as director of 3PL But the TC refused the application withdrawal and decided that his company did not meet the requirement of good repute.

Glyn Davies, boss of Hanbury Davies, wrote to Simms suggesting that Ahmed might be trying to run away from his debts:W Carter (Haulage) complained that companies like 3PL were "destroying the fabric of the industry". Simms said he was entitled to take into account these letters in determining if 3PL had lost its repute in the Eastern, Western and South East and Metropolitan traffic areas.

In Ahmed's absence, Simms concluded: "[Ahmed] does not demonstrate he has the capacity to operate a haulage company,"
