A BURNLEY WOMAN who denied being a front for her husband ripped up a maintenance contract in his name when it was handed to her during a public inquiry.However,she accepted that a previous business had been a"sham".

The woman, Juanina Parr, had her fivevehicle sole-trader 0-licence in the name of Parr Plant revoked in January by NorthWestern Traffic Commissioner Beverley Bell. '[he nominated transport manager of Parr Plant was her husband, David Parr. That licence was still in force, pending the outcome of an appeal to the Transport Tribunal.

As Parr Plant UK, Juanina Parr was now seeking a new national licence for eight vehicles and three trailers before the NorthWestern TC, who will announce her decision in writing.

Interim authority

For the company, Michael Cunningham said it was not yet intending to apply for a substantive licence. but to seek interim authority. He said the firm had got better. but accepted there was room for improvement on paperwork.

They firm intended to show beyond all doubt that it could meet the required high standards, Cunningham continued, adding that it had new purpose-built premises. David Parr, whose main income was the operation of heavy plant. would continue to work as a fitter and was booked on a three-day Vosa course.

Juanina Parr said she was the sole director and shareholder. The intention was to"ring fence" the trucks away from the plant so her husband would have no control over their running.

Four of the vehicles were new, and a transport consultant was employed to audit systems, train drivers and provide software for digital tachographs. Juanina Parr said she had no knowledge about an artic registered to the company being used under a licence held by James O'Keefe. She agreed that she had no authority to run the artic. saying it was now parked up.

David Parr handed in O'Keefe's licence and discs. The TC was told that O'Keefe was a friend and that Parr had put the artic on O'Keefe's licence. Parr was running his friend's vehicles while O'Keefe was ill and A North-Western TC Beverley Bell until O'Keefe's son got an 0-licence. Parr had received no benefit, but kept the use of the artic from his wife, as she would have stopped him.While Juanina Parr agreed that a previous business she ran had been a "sham", she denied the new company was David Parr hiding behind her.

New contract

After the TC pointed out that a maintenance contract with MAN was in the name of David Parr, Juanina Parr tore it up when it was passed to her, saying she had sent off a new contract in the company's name to MAN.

When asked why she paid her husband twice as much as she took as managing director of Parr Plant, Parr said that she took only a nominal amount. She denied that her husband intended to run the transport in the new company, but David Parr accepted that he had been behind the transport operation of Parr Plant. im
