Which of the following most accurately describes the problem?

• Cowboy tipper operators are being targeted in Lancashire as police clamp down on unsafe vehicles.

Police arc warning motorway building contractors about the problems of employing ownerdrivers who cut corners after spot checks found faults in almost every vehicle stopped.

The police stepped up checks on tippers and quarry trucks around Edenfield after one check last month when a third of the vehicles were banned immediately.

"This week I'll be writing to contractors who employ these subcontractors to point out our concern.says chief inspector Ian Bell. "Virtually every vehicle we examined had some sort of defect."

The checks were triggered after Edenfield residents complained that noisy tippers were speeding on residential roads. Police checks netted several speeding drivers and a number of tacho offences.

This week Bell singled out owner-drivers who cut corners as the worst offenders and warned operators that Lancashire police are on high alert for tipper offences. He intends to ask the Department of Transport if it will support a long-term crackdown on defective tippers.

Road safety minister Steven Norris, who is considering impounding the vehicles of persistently unsafe operators, says tipper operators are consistently accused of being among the worst offenders against safety laws.
