Which of the following most accurately describes the problem?

• The transport industry has one week left to respond to proposals to restructure the Operator Licence fee under the system of continuous licensing to be introduced in January next year.

The Statutory Instrument, The Goods Vehicles (Licensing of Operators) (Fees) Regulations 1995, puts the 0-licence fee system "on a fairer, more businesslike footing with fees more closely linked to the cost of administering the licensing system and enforcement," claims the Department of Transport.

Under the new legislation the application fee of £160 will be non-refundable. The five-year licence will cost .£250. The quarterly fee per vehicle will be £7 if paid annually or ,.€8.50 if paid every five years.

Operators of four or fewer vehicles will pay around 6% more for their 0-licence under the new system. But operators of larger fleets, for example 100 vehicles, will pay about 12% less.
