Which of the following most accurately describes the problem?

THE proposals prepared by the Road Haulage Wages Council have now been issued in Notice R.H.(73) and any representations with respect to them received by November 2 will he considered by the Wages Council. Then the proposals, either in their present form or as subsequently amended, can be made effective by Order of the Minister of Labour, the provisions then replacing the current R.H.(72).

As an indication of the possible interval until the issue of R.H.(74) the R.H.(71) proposals were dated August 11, 1961, and became effective as R.H.(72) on January 1, 1962. Similarly, R.H.(69), was dated September 30, 1960, and the subsequent R.H.(70) December 19, 1960.

The principal changes proposed in R.H.(73) provide, for increases in the statutory minimum. remuneration of five per cent, on the current rates in Grade I areas (rounded to the nearest 3d.) with maintenance of existing differentials between London and Grade I.ärea rates and between Grade I and Grade Il area rates.

Absences from work with permission of the employer are proposed no longer to count towards the guaranteed week. It is also proposed that workers whose home depots are in Grade II areas, and are employed on vehicles which load or unload in higher graded places, are to be paid the Grade I rate for the whole of the day instead of for the whole of the journey.

The form of the Notice has been revised for easier reference, the arrangement of the schedule being detailed on pages two and three followed by the listing of statutory minimum remunerations in comprehensive tabulated form. The proposed basic wages for adult drivers in the London area (with the current R_I-1.(72) rates in brackets) are as follows: Vehicle carrying capacity up to 5 tons, 197s. 6d. (188s. 3d.); 5-10 tons, 205s. 6d. (196s. Od.); 10-15 tons, 212s. fid. (202s. 6d,); 15-18 tons, 220s. 6d. (210s. 3d.). Grade I basic rates are 5s. less and Grade II 9s. less than the corresponding London rates.
