Which of the following most accurately describes the problem?

Association is next Tuesday to consider a recommendation that it proceed no further with its efforts to secure concessions from the Ministry of Transport to enable large fleet operators to secure block renewals of excise licences.

Various methods by which such block renewals might be achieved were suggested by the T.R.T.A. but the Ministry, although sympathetic towards the Association, have now indicated that they cannot alter the regulations laying down period renewals.

Their reasons for this decision were, mainly: the difficulty of defining a fleet numerically: the question of private car fleets, too; the impossibility of limiting exemption if the T.R.T:A. suggestions were approved; and the burden of work that would be placed on tax offices.
