Which of the following most accurately describes the problem?

AN application by Golden Valley Transport. Ltd., of Stoke Gifford. near Bristol, for an A licence (hiring allowance) for an artic to carry general goods and a B licence (hiring allowance) for four artics to carry printing machinery and general goods, was adjourned by the Western Licensing Authority, Mr. S. W. Nelson last week,

Mr. C. R. Beddington, for the applicants, stated that a useful business had been built up over six and a half years mainly with the carriage of empty drums. However this work had now been lost. Due to many accidents, the applicants were unable to carry on business as vehicle owners because it was found to be impossible to get insurance for their vehicles.

Mr. John Drew of the applicant company told the Authority that he was negotiating with Messrs. N. J. Smart, H. G. Durnell, G. Hunt and A. F. McColl in order that they would each form a limited company and hire out to him their units. As a limited company, they could drive the units. Another limited company would be formed to own the trailers, which could be hired to the unit owners.

Mr. McGregor Johnson, for Smart, Durnell and Hunt, stated that his clients were not prepared to work for Drew under these complicated arrangements, but were prepared to negotiate under a straight hire agreement.

Before hearing the full case of the objectors the Authority said: " I think this is like a take-over and I must keep that in mind_ j. _want to be satisfied Smart, Durnell, Hunt and McColl will supply the units to the applicant."

Mr. McGregor Johnson replied that his clients would not supply the applicant in the way at present indicated, but they may compromise.

Adjourning the case, Mr. Nelson directed the parties to go away and find a solution. If none could be reached, then the case would have to come before him again. In any case, something would have to be done about the normal user.
