Which of the following most accurately describes the problem?

Fragile boost in housing market

'I'HE CONSTRUCTION Products Association (CPA) has welcomed signs of recovery in the housing market, but says road transport operators serving the sector should be warned that the recovery might not be sustainable without further government support It says the UK government has put al:5bn stimulus into the industry, significantly less than the £90bn the US has put into its sector over three years, Germany's £17bn commitment or Australia's i9bn Nation Building Infrastructure programme.

Most of the UK's commitment is brought forward from future years. The CPA stresses that new finance and improved market confidence will be needed in order to return the construction industry to a safe position.
