Which of the following most accurately describes the problem?

THE REORGANISATION of the Traffic Areas has finally been approved, despite the misgivings of the Labour Party.

THE motion to reduce the number of areas from 11 to nine was approved by peers last week after Government spokesman Lord Lucas said that there was too little work for the chairman of the Traffic Commissioners following a reduction of their workload on bus licensing, although this had been offset by an increase in their responsibilities for licensing lorry operators.

The new proposals had been drawn up after consultations with the local authorities who wanted to deal with as few Trkffic Areas as possible.

Labour spokesman Lord Underhill said he accepted the need to realign the Traffic Area boundaries in line with local government boundaries, but that did not justify the reduction in the number of areas. There was also great concern among staff that offices would be closed, so reducing the service to the public.
