Which of the following most accurately describes the problem?

DESPITE advice from the Chief Constable of South Wales, West Glamorgan County Council is to introduce lorry routes.

The Chief Constable, through a spokesman, told the council on Monday that its scheme would be too difficult to enforce. He said that drivers would resort to an "access for delivery" loophole.

The county's transport co-ordination committee was, however, told by officials that the system would be both cheap and environmentally desirable. Mr Hew John, West Glamorgan's director of transport, said that the regulations order which will be submitted to the Secretary of State for Wales will give reasonable access and will not interfere with emergency services.
