Which of the following most accurately describes the problem?

TALKING about things being too easy to join William Wolfe, chairman of the Scottish National Party and principal guest at the ETA's Scottish Region dinner last week, said that he'd join the FTA if their members would join the SNP.

He claimed to have spent the night in a broken down lorry belonging to his company, so not only could he be eligible but he could make immediate use of FTA's splendid vehicle inspection service.

The chairman was replacing Winnie Ewing, who had apparently briefed him on some current transport issues. Indeed, he has been urging the European Parliament to look at the concept of short sea routes costing no more to transport men than the same distance on a main road.

This is a vew held by the Highlands and Islands Development Board and the people on the Western Isles, but not by the Government. It is claimed that it would have to be too heavily subsidised, but the islanders claim that they are subsidising motorways and railways, neither of which they have.
