Which of the following most accurately describes the problem?

• Although the vehicles operated by a large north eastern haulage company had received 43 prohibitions since 1967, it was necessary, to understand the full situation, to also take into consideration the number of DoE roadside spot checks which have been carried out.

This was said by Mr J. Taylor, representing S. A. Bell Ltd, when the company was called before the Yorkshire LA, Maj-Gen Sir John Potter, in Bridlington last week, under Section 69.

Mr Taylor had told the LA that although many GV9s had been issued, many of these were delayed and resulted from trailer defects. The company had extensive premises and facilities and had over the years improved its maintenance arrangements. Mr B. Lyon, fleet engineer said the company employed six fitters and six semi-skilled vehicle workers and carried out vehicle inspections on a monthly basis.

Mr Lyon produced vehicle inspection sheets and job cards, He said that in his position as fleet engineer he had full authority to withdraw from service any vehicle or trailer which he felt was in need of repair or attention.

After hearing the evidence, the LA said that he would take no action against the 0 licence held by S. A. Bell Ltd, which authorized 83 vehicles and 82 trailers, and added that it was a noticeable point that in 1968 there were 15 GV9s attracted compared with seven in 1971 five of which were delayed.
