Which of the following most accurately describes the problem?

DROPOSALS for a regional transport board, with Manchester as its centre, have

been revived in the area. The initiative on this occasion has been undertaken by the North West Economic Planning Council, which has suggested that a conference on the subject should be called by Manchester Corporation. The proposal received the assent of Manchester transport committee at its meeting last week. The matter has now to be considered by the City Council.

The Planning Council has suggested that such a conference should deal with the "planning of an effective transport system and the associated question of the creation of a joint or statutory organization to manage it ".

Whilst at this stage there is no formal list of undertakings that will be asked to participate, it is thought probable that invitations will be extended to Ashton-underLyne, Bolton, Bury, Leigh, Oldham, Ramsbottom, Rochdale, Salford, the Stalybridge, Hyde, Mossley and Dukinfield Joint Board, Stockport, and the Todmorden Joint Omnibtis Committee. Company operators such as Lancashire United Transport Ltd., North Western Road Car Co. Ltd., Ribble Motor Services Ltd. and British Railways would also be asked to take part. Similar schemes have been put forward on several occasions during the past 30 years, writes a northern correspondent, but little progress has been made.
