Which of the following most accurately describes the problem?

• AST week, in London, the Trades Union Congress decided to take a hand in the pay claim of 7,000 white collar workers employed by British Road Services. The claim, which is for a " substantial " pay rise, covers Clerical, technical and administrative staff employed by the State-owned firm.

The claim was one of 70 which came before the second meeting of the special pay-vetting committee of the TUC.

The committee decided to take a closer look at four of the claims which it regarded as of special significance for the economy and also, presumably, a little out of line with the incomes policy. One reason why the BRS claim may have been chosen is that the same grades had increases ranging from 34 to 4 per cent only last January. There is also the fact that increases granted to BRS staff could be used as a pace setter for other white collar workers.

The next move now is for the unions representing the white collar workers to meet a panel drawn from the committee to discuss the claim further.

In the BRS case, negotiations with the management have, in fact, already started. But there is still time for the TUC's influence to make itself felt.
