Which of the following most accurately describes the problem?

Roscommon tipperman Vincent Caulfield served two terms as IRHA president; 2005-07 and 2009-11. IRHA officers are volunteers who continue to run their businesses while in post. Caulfield said he felt a sense of relief handing over his responsibilities after the hard slog of serving two terms. “I got great satisfaction from serving the members,” he said. “But the economic downturn made my job more difficult and the government was not much help. The recent change of government meant we went through a period where there was no one in charge of transport.” As a tipperman, he is particularly incensed by the DoT’s proposal to license agricultural tractors, which have been used to illegally carry out work normally carried out by licensed tipper operators. “It’s just incomprehensible that the RSA, responsible for road safety, should also support this proposal. These vehicles are designed for off-road use but construction firms will argue that they should be exempt from tachographs. Vested interests should not compromise safety.”
