WHEN THE MAN behind the Lorry Road User Charge appeared at an industry seminar he failed to alleviate widespread industry fears that the system will be too complex.

Vincent Geake,Chief Executive Officer of the LRUC management authority, did his best to assure operators at the RHA annual conference that the system will not be rocket science".

He predicted that the government will not necessarily be looking for a system with lots of add-ons, but simply for one that works. Geake told delegates: "We have looked at our colleagues in Germany where they started implementing the system and the technology is now obsolete. We need to ensure that the technology will work from rural areas such as the Isle of Skye to the M25."

Geake also hinted that the likely system will be satellite-based, but he refused to be drawn on who will pay for its implementation, saying "it's a ministerial issue".

Anne Preston from Prestons of Polio spoke for many operators when she said there are still questions that remain unanswered,such as the tax neutrality of the scheme.

Professor Alan McKinnon, a staunch critic of LRUC, says that nothing Geake said has changed his mind about its cost and complexity: "The government has lost sight of its objectives.
