Which of the following most accurately describes the problem?

• Allegations by Bradford University Conservation Society that the Bradford Corporation diesel buses emit excessive fumes are to be examined by the transport department. The allegations. follow the Society's "Dirty Diesel Day" survey of the buses.

The city transport manager, Mr Edward Deakin, said there was no foundation for the criticism which was "an indictment of our excellent maintenance staff". He said the department was very conscious of the question of pollution and it was in their own interests to ensure the diesel fumes were not excessive. "Obviously we want as many miles as possible from our buses and if excessive fumes are pouring from them we are not getting good mpg."

• Darlington corporation finance committee is recommending that free parking passes be issued to corporation bus drivers and conductors when they are on duty. The committee has been told that parking places for employees' cars are no longer available at the corporation depot and it was felt that as the employees worked both early and late shifts, free parking should be provided. The cost of free passes will be L2000 per annum.

• Cumberland county council has decided not to carr.., out a survey of rural transport in the Cockermouth, Bassenthwaite, Wigton and Aspatria areas, on the grounds that the cost, amounting to 0000, was too high.
