Which of the following most accurately describes the problem?

I WAS very interested in your answer (Q and A, May 5) on the possible scope for an independent vehicle-inspection service. As a result of my own experiences I can fully endorse your reply and should like to add the following comments: My own organization has been in operation since early this year. The hardest fact to accept was that operators were not even interested in the offer of a free trial-inspection. However, the breakthrough has been made and forward-looking operators have accepted the scheme.

I forecast that unless there is drastic rethinking by a large number of operators, or the standard is a lot lower than that required by examiners in roadside checks, one in six operators will have sold up or been forced out of business by late 1968.
