Which of the following most accurately describes the problem?

WE were surprised, and a little disappointed, see that the National " Safety First" Association—which we number among our friends —has been making misleading statements about commercial vehicles and road accidents.

According to the Birmingham Evening Dispatch of May 10, a study of 600 recent fatal accidents to young people has just been completed by the Association, which states that owners of commercial vehicles should especially warn their drivers to be more vigilant when restarting or reversing after a stop. It also states that half of the children involved in collisions were hit by commercial vehicles (whatever that may mean). Another observation is that even allowing for the fact that these vehicles are heavy and have to cover big mileages, besides having to work in densely populated districts where children have no playground but the street, the number of accidents is far too high.

Does the Association not know enough about commercial-vehicle drivers as a whole, by this time, to realize that such propaganda is most , unjust, besides being obviously injurious?

If the Association be referring to accidents only in densely populated districts, under peculiar conditions—whch we hope is the case—then the style of its message might have been more carefully studied.
