Which of the following most accurately describes the problem?

I was astonished to read in the comments made by I Eastern Traffic Area Commissioner Brigadier Michael Turner that GC Harrington of Tiptree, Essex, could apply to surrender his 0-licence and apply For a licence abroad if he felt the road tax situation was unfair as his vehicles were out of the country for most of the week {CM 5-11 March).

Does this not prove that our continental competitors have an advantage over us and, being registered on the Continent, are free to run without road tax in the UK?. With income tax, people who spend a certain time outside the UK are exempt from income tax, even if they work and have homes here, but haulage companies who have their vehicles on the continent for five to six days each week still have to pay full VED.
