Which of the following most accurately describes the problem?

SHORT-TERM vehicle rental for own account operators could be eliminated if a European Commission draft directive gets the go-ahead.

As part of its objective to "liberalise truck rental in Europe" the Commission is proposing rental periods of six months or more for own account operators.

But the Department of Transport is expected to resist it. A spokesman said that "with the information we have to hand at the moment we would oppose the six-month limit."

The British Vehicle Rental and Leasing Association goes further. Its secretary, Oliver Dawson, said: "If this directive and this clause is agreed by all member states it may mean that our members in the UK, far from being liberalised, will be prohibited from entering into any rental agreements for a period of less than six months duration to own account operators.

The BVRLA has lodged its opposition with EEC transport director-general John Steele.

The association has also received an encouraging reply from the DTp saying all transport operators should enjoy the same arrangements.
