Which of the following most accurately describes the problem?

THINGS may be looking up for hauliers—but we should not begin to rejoice too soon. That was the message of Road Haulage Association vice-chairman Mr Jaek Male last week.

"There are a few indications that somewhat better times are returning—but the end of the tunnel is still undoubtedly a long way off and we should not rejoice too soon," he said.

And he called for hauliers to make sure that they are charging the rate for the job. "We are not in business to act as buffers to cushion our customers from the harsh economic facts of life—if they are not prepared to pay the rate for the job they are welcome to take the business elsewhere," said Mr Male.

Warning

He warned the Government against any " ill-considered " legislation if the road haulage business is to have any hope of an improvement this year.

Referring to the transport policy review, he said : "It has been so long in the making that We shall hardly be able to call it half-baked although I am afraid that parts of it may seem like it.

"A more accurate description would be over-bakedeither way I am sure it will be highly indigestible."
