THE 100 per cent increase in hgv test fees which puts the cost up to £11 and comes into effect on April 1 did not go before the Prices Commission. The Treasury has ruled that such increases are exempt.

The increase had been approved by Mrs Shirley Williams, the Minister for Prices and Consumer Affairs, the Official Cabinet Committee and the Ministerial Committee. A spokesman for the DoE said that the extra £5.50 was necessary to clear the deficit which had built up in the system since the Government came to power.

The DoE spokesman said: "On a 16-ton vehicle the cost equals 0.02 pence per mile or one half-pence per working day."
