Which of the following most accurately describes the problem?

GOVERNMENT security lorry parks and break-bulk depots will not now materialise, the Department of the Environment announced this week.

The heavy capital outlay involved would have meant high charges to users, says the DoE. The idea had attracted few operators and none of the suggested parks had been provided.

The original suggestion was made by a working party on lorry parks in 1971.

This decision will not affect a GLC plan (CM last week) for three depots in London.
