Which of the following most accurately describes the problem?

• In its first 14 months of operation, SELNEC PTE lost a total of £179,000 on an annual turnover of some £.24m, according to figures released this week. The undertaking, which has a fleet of 2500 vehicles, actually had an operating surplus of £201,000 but went into the red because of the interest charges it has to pay, and because last year's fares application had not been allowed in full. The deficit should be wiped out by the new fares introduced in December 1970, although a spokesman for the undertaking admitted that there still exists a risk of further increases.

News was also given at a meeting this week that about 10 services operated by the North Western Road Car Co are to be withdrawn unless local authorities provide grants to cover losses. These are mainly in the Stockport area of Cheshire. The North Western is part of the National Bus Company.
