Which of the following most accurately describes the problem?

• In many parts of Greater London ordinary homes were being damaged by the parking and passing of heavy vehicular traffic in residential areas, said Mr William Molloy (Labour, Ealing North) in the Commons last week.

Mr Molloy, who was speaking during a debate on a Bill to give certain powers to the Greater London Council, criticized the restrictions placed on the London Transport executive. He described as "ridiculous and absurd" the formula imposed on LT of having to provide an efficient public service and see that it paid its way.

Those last few words had almost sounded the death-knell of London Transport, he said. We should have learned the lesson by now through trying to run on archaic capitalist lines a massive public transport system in one of the world's greatest cities.
