Which of the following most accurately describes the problem?

• The introduction of 44 tonners is urgently required, if only to prevent Britain from choking to death, says Freight Transport Association highways and traffic controller Don McIntyre. He believes the Government should aim to reduce lorry numbers and mileage in order to cut pollution.

McIntyre told the Transport in Tomorrow's Environment conference that the road haulage industry has already made a significant contribution to reducing pollution. "The Government must permit the general operation of 44-tonne vehicles," he said. "Fewer lorries mean fewer emissions."

He also wants the Government to reassess planning guidance to local authorities to encourage out-of-hours working and the removal of timed access restrictions. These, he said, "prohibit the efficient use of depots and vehicles".

But local government also has a role to play, McIntyre stressed: They must make better provision for delivery vehicles in servicing pedestrianised areas."
