Which of the following most accurately describes the problem?

• The sale of British Rail's international freight company, Rai'freight Distribution (RFD), could be in jeopardy.

The prospective buyer, US-backed English Welsh & Scottish Railway, says the deal is "increasingly uncertain" because the timetable for RfD's transfer to the private sector has "slipped and slipped and slipped".

EW&S says the longer the transfer takes the more RfD's customers are likely to be unsettled.

BR agreed that EW&S should take the company over in the spring but the European Commission has been studying the deal because it could affect trade and competition between EU member states.

RFD, which is running well into the red, has the sole rights to send whole freight trains through the Channel Tunnel.
