Which of the following most accurately describes the problem?

MORE operators were prosecuted in Shropshire for overloading commercial vehicles during the first three months of this year than in any previous similar period, according to the county chief trading standards officer.

This was not because of any increase in the number of checks made, but simply because more vehicles were found to be breaking the law, says a report from the officer, David Roberts.

In addition to the overweight offences, two drivers have been proceeded against for "obstruction of officers." Mr Roberts says the cases during the three months include a number of multiple offences where overloading had occurred over a long period. In one case, a vehicle was found to be overloaded on 19 occasions following back checks.

Shropshire has stepped up its overloading checks by increasing the number of new weighbridges at busy points, and is using more portable equipment.
