Which of the following most accurately describes the problem?

AN IMAGINATIVE road building programme would do much to "put some red blood into our anaemic economy," said Edward James, a deputy director general of the Confederation of • British Industry.

Speaking at a dinner of the Vehicle Builders and Repairers Association in Wembley, London, he said Transport Secretary David Howell was trying hard to get his heavier lorry proposals accepted by Conservative back bench MPs living in rural areas and who have environmentalists "breathing down their necks".

"But most just want better roads to deal with modern traffic," he added.

There are many more Conservative MPs, however, who do believe that a road building programme would be of great benefit now to industry, employment, the environment, and the economy in general, Mr Edwards said.
