Which of the following most accurately describes the problem?

ALTHOUGH mileage was down by just over 1 per cent, and passengers fewer by 4 per cent., the North Western Road Car Co., Ltd., experienced a loper-cent. increase in revenue over last year, said Mr. J. W. Womar, M. Inst. T., chairman of the company, at the annual general meeting in Stockport on Tuesday.

Mr. Womar attributed the reduction in passengers to the higher fares put into operation during the year, although to some extent the trade recession in the cotton industry early in 1952 and the bad weather experienced on several summer week-ends could also be held responsible. He pointed out that this reduction was not peculiar to the ,company. It was an experience suffered by operators throughout the country.

Announcing that once again the company had been compelled to seek sanction for increased fares, Mr. Womar blamed the" heavy and iniquitous" fuel tax and substantial increases in employees' wages.
