Which of the following most accurately describes the problem?

HOTELIERS want fantail tours, from which they have built up considerable business. This is the principal point of a forceful indictment of the action of the South-Eastern Traffic Commissioners in reducing to one the number of local excursions on fantail tours, which has been addressed to The Commercial Motor by a Bournemouth hotel proprietor. Comments in a trade paper dealing with hotel interests support this view.

The Commissioners' decision was reported at length in last week's issue. Our correspondent _ declares:—" Nowhere in the decision is there any sign that the Commissioners have any knowledge of the conditions under which these holidays became popular."

After condemning rail travel at holiday times, he alludes to the Commissioners' championing of ttre " local operathr "—another name, he says, for the railway-associated company. • If fantail tours were wiped out, our

correspondent asks, would the "local operator" advertise his centre in the north and provide those amenities which are necessary in the making of an enjoyable holiday for the class of person concerned? He doubts it.

He continues that the South-Eastern Commissioners are prepared to allow one local tour, whereas the NorthWestern Commissioners think that any curtailment converts the fantail tour into an express service.

The hotel proprietor also asks whether the delay in hearing the applications until practically the opening of the season was part of the policy of extinction, "Public necessity and public satisfaction play no part in this policy," he adds. Our correspondent, who has no confidence in the ability of Members of Parliament to right the grievances of the fantail-tour operator, advocates the circularizing of passengers with literature pointing out the position.
