Which of the following most accurately describes the problem?

THE Freight Transport Association's regular analysis of local authority activity in the field of lorry control reveals that over 100 new bans have been implemented in England and Wales, in the three months April to June 1980.

These include 84 weight limits, mostly at three tons unladen: six width restrictions: nine width or weight limits to protect bridges; an overnight parking ban in Cardiff: and access bans for pedestrian iSation schemes in Scunthorpe, Bury St Edmunds, Oswestry, Chatham and Gravesend.

Most of these new restrictions have been introduced on amenity grounds and bring the number of lorry bans introduced this year to 160.
