Which of the following most accurately describes the problem?

THE DEPARTMENT of Transport has been asked to meet the Road Haulage Association to discuss member's grievances over the increases in hgv driving tests fees. Mr C. Dixon the RHA Industrial Relations Office sent a seven point document to the Department for discussion.

The points include the inflationary nature of the recent test fee increase which RHA claims was 56 per cent. The RHA wants the Department to look for operating economies at test centres before increasing revenue to solve its problems.

One economy the association envisages is the use of GTA facilities as test centres. It claims that psv test fees are inequitable and that higher hgv fees will encourage driver poaching.
