Which of the following most accurately describes the problem?

Why all the secrecy?

THE BRMA opened its doors this week to the technical press to show, for the first time, what goes on inside the Tyre Management Council's four inspection centres.

The TMC was set up by the British tyre industry to provide unbiased mediation in cases of premature failure.

Each of the centres are manned by skilled tyre inspectors, employed by member companies. Inspection is largely visual, aided by the use of simple tools such as probes and levers.

Conditions under which a tyre may qualify for a rebate are clearly laid down and,. for the most part, favours the consumer.

Of the tyres being inspected at the time of my visit, about half were remoulds and the others new. But it is apparent that a large number of failures happen because of under-inflation.

All appears to be handled in an efficient and professional manner, just as we have always been told, which leaves the question — why all that secrecy for so long?
