Which of the following most accurately describes the problem?

• The 1969 edition of the Goods Vehicle Yearbook, published yesterday, follows the familiar format of this well-established reference work and is an extremely useful guide to many aspects of the road freight industry. It is published by the Modern Transport Publishing Co. Ltd., Terminal House, Shepperton, Middx., at 55s.

The book is divided into about a dozen main sections. among them a general guide to the main legal requirements of vehicle operation and the approach to carriers' licencing. lists of associations, manufacturers, bodybuilders and component makers. But the sections which tend to be particularly heavily thumbed in the course of a year are the alphabetical lists of hauliers and own-account operators, These are supplemented by an index to fleets, county by county. As in past years, there still seems a peculiar coyness on the part of some operators about supplying any details of their fleets.
