Which of the following most accurately describes the problem?

I CE-CREAM van drivers should get out

of their vehicles and walk all round them before they reverse or move forward, says Mr. Thomas Moore, chief constable of Nottingham.

Because of the concern over the safety of children near ice-cream vans, Mr. Moore has circulated a letter to all icecream manufacturers and distributors, and to the operators of mobile shops in the district, asking for their full cooperation in preventing accidents.

He said it is all too easy to miss seeing a little child from the driving seat. But, he added, the main responsibility for the children's safety rested with the parents.
